This is a PRACTICAL book, to be sure, but it is also a book about hope and posi- tive change. I am quite sincere. The delivery of electricity is deeply rooted in the principle of universal access; when clean, reliable energy is available it contributes to poverty alleviation, improved social conditions, and enhanced economic development. In the developed world, we know this to be true. The digital fabric of our lives is a testimony to the importance of energy security. Across the globe, we have seen the vital contributions that electrification has brought to the development of economies and an enhanced quality of life. Nonetheless, this supreme engineering achievement has languished, and we are deeply challenged.

It has been over a decade since the Chinese publication of Line Loss in Electric Power Systems. To keep pace with technological developments, I started a revision as early as 2002, following the main principles that the theoretical framework and characteristics of the first edition should be retained, with new contents added according to new problems after the reform of electric power systems and the new requirements for line loss management practices and in combination with PRACTICAL experience.

This book is based on a Ph.D. research that has been conducted at the Delft University of Technology in the Netherlands in collaboration with Dutch Electricity & Gas Distribution Network Operator, Stedin. This book was written as a result of wider interest that was shown by different industry groups on this topic after its public defence. This inspired the author to modify and publish a PRACTICAL version of the research for a greater international audience. Therefore, the content of this book is intended for a double audience, on the one hand for those interested in the organisational and management aspects of maintenance.

Despite the development of a now vast body of knowledge known as modern control theory, and despite some spectacular applications of this theory to PRACTICAL situations, it is quite clear that much of the theory has yet to find application, and many PRACTICAL control problems have yet to find a theory which will successfully deal with them. No book of course can remedy the situation at this time. But the aim of this book is to construct one of many bridges that are still required for the student and practicing control engineer between the familiar classical control results and those of modern control theory.
