The telecommunications industry is undoubtedly in a period of radical change with the advent of mobile broadband radio access and the rapid convergence of Internet and mobile services. Some of these changes have been enabled by a fundamental shift in the underlying technologies; mobile networks are now increasingly based on a pure Internet Protocol (IP) network architecture. Since the first edition of this book was published in 2009, a multitude of connected devices from eBook readers to smartphones and even Machine-to-Machine (M2M) technologies have all started to benefit from mobile broadband. The sea change over the last few years is only the beginning of a wave of new services that will fundamentally change our economy, our society, and even our environment. The evolution towards mobile broadband is one of the core underlying parts of this revolution and is the focus of this book.

Free Space Optical Communication (FSOC) is an effective alternative technology to meet the Next Generation Network (NGN) demands as well as highly secured (mili- tary) communications. FSOC includes various advantages like last mile access, easy installation, free of Electro Magnetic Interference (EMI)/Electro Magnetic Compatibil- ity (EMC) and license free access etc. In FSOC, the optical beam propagation in the turbulentatmosphereisseverelyaffectedbyvariousfactorssuspendedinthechannel, geographicallocationoftheinstallationsite,terraintypeandmeteorologicalchanges. Therefore a rigorous experimental study over a longer period becomes significant to analyze the quality and reliability of the FSOC channel and the maximum data rate that the system can operate since data transmission is completely season dependent.

Many good textbooks exist on probability and random processes written at the under- graduate level to the research level. However, there is no one handy and ready book that explains most of the essential topics, such as random variables and most of their frequently used discrete and continuous probability distribution functions; moments, transformation, and convergences of random variables; characteristic and generating functions; estimation theory and the associated orthogonality principle; vector random variables; random processes and their autocovariance and cross-covariance functions; sta- tionarity concepts; and random processes through linear systems and the associated Wiener and Kalman filters.

Before I can present design concepts or tactical wireless communications and network challenges, I feel the need to mention the challenges of writing for a field where some information is not available for public domain and cannot be included in this book’s context. Another challenge is the use of military jargon and the extensive number of abbreviations (and abbreviations of abbreviations!) in the field. Engineering books are naturally dry, and I have attempted to make it light by presenting the concepts in layman’s terms before diving into the technical details. I am structuring this book in such a way as to make it useful for a specialized graduate course in tactical communications and networking, or as a reference book in the field.

Second-generation telecommunication systems, such as the Global System for Mobile Communications (GSM), enabled voice traffic to go wireless: the number of mobile phones exceeds the number of landline phones and the mobile phone penetration is approaching 100% in several markets. Under the Energy Independence and Security Act of 2007 (EISA), the National Institute of Standards and Technology (NIST) was assigned “primary responsibility to coordinate development of a framework that includes protocols and model standards for information management to achieve interoperability of Smart Grid devices and systems…” [EISA Section 1305]. 35 This responsibility comes at a time when the electric power grid and electric power industry are undergoing the most dramatic transformation in many decades. Very significant investments are being made by industry and the federal government to modernize the power grid. To realize the full benefits of these investments—and the continued investments forecast for the coming decades—there is a continued need to establish effective smart grid 36 standards and protocols for interoperability.
